            <title>Arizona Health Care Cost Containment System - Coordination of Benefits (April 2012, Report No. 12-01)</title>
            <description>The Office of the Arizona Auditor General issued a report on the Arizona Health Care Cost Containment System - Coordination of Benefits. AHCCCS has established various processes for identifying members with other health insurance, helping to ensure that other responsible parties first pay for a member&apos;s medical costs, and/or recovering monies from other liable parties. However, AHCCCS can implement additional oversight procedures and use federal data to further help ensure it pays for medical costs only after other responsible parties have first paid their share. Further, AHCCCS should establish an additional oversight procedure of its post-payment recovery contractor, document decisions to accept less than the recommended settlement amount, and seek additional data-sharing agreements to enhance its recoveries.</description>

            <title>Department of Economic Security—Division of Children, Youth and Families—Child Protective Services—In-Home Services Program (April 2012, Report No. CPS-1201)</title>
            <description>The Office of the Arizona Auditor General issued a report on the Department of Economic Security—Division of Children, Youth and Families—Child Protective Services—In-Home Services Program. The Division can strengthen its in-home services program by taking steps to further support in-home services contractors&apos; use of evidence-based practices, which are interventions, programs, or treatments that have been established as effective through scientific research. Despite providing a wide array of services to help families, the impact of the Division&apos;s in-home services program is mixed. Literature indicates that providing services that are evidence-based may yield better results. Therefore, the Division should take additional steps to incorporate these practices in its in-home services program. These steps include communicating its intent that services be evidence-based and making it a requirement in the next in-home services contract solicitation, developing well-defined criteria for identifying evidence-based practices, maintaining an updated listing of these practices, and monitoring its contractors to ensure that they are implementing evidence-based practices as designed.</description>

            <description>The Office of the Arizona Auditor General issued a report on the Arizona Game and Fish Commission Heritage Fund. The Department has established and generally follows policies and procedures to ensure Heritage Fund monies are spent in accordance with statutory purposes. The Department should strengthen its policies and procedures to ensure these monies are used appropriately for administrative costs and for costs related to contracts and escrow accounts. The Arizona Game and Fish Commission also appropriately spends Heritage Funds monies to purchase land to conserve wildlife habitat, and the Department should improve its management of these Heritage Fund properties.</description>

            <title>Maricopa County Regional Transportation Plan (December 2011, Report 11-CR1)</title>
            <description>The Office of the Arizona Auditor General issued a report on the Maricopa County Regional Transportation Plan. In 2004, Maricopa County voters extended an existing sales tax initiative that generated funding for transportation projects, adding a significant investment in light rail, new and improved freeways, street improvements, and bus transit features. As of June 2011, a significant number of projects had been completed, but determining the effect these projects had on congestion, mobility, and quality-of-life needs could not be measured at that point. As such, the Maricopa County Association of Governments, Arizona Department of Transportation, Regional Pubic Transportation Authority, and METRO rail—the four primary organizations responsible for oversight or implementation of elements of the Regional Transportation Plan—can take several steps to improve the plan&apos;s cost-efficiency and effectiveness. Specifically, improved performance measurement, improved coordination between entities, and more consolidated efforts between transit agencies could realize cost savings and improved operational outcomes. Further, strengthening the roles and responsibilities of the Maricopa County Association of Governments Transportation Policy Committee and the Citizen&apos;s Transportation Oversight Committee could enhance effectiveness and improve accountability to taxpayers.</description>

            <title>Public Safety Personnel, Corrections Officer, and Elected Officials&apos; Retirement System</title>
            <description>The Office of the Arizona Auditor General issued a report on the Public Safety Personnel, Corrections Officer, and Elected Officials&apos; Retirement System. The System provides retirement, disability, and survivor benefits, and retiree health insurance premiums to members. From 2005 through 2009, the System&apos;s legal costs steadily increased. In 2009, new policies and rules were adopted to control legal costs, which resulted in costs falling over 50 percent between 2009 and 2010. From 1991 through 2010, the System&apos;s investment portfolio – characterized at times by a high concentration in equities – earned just over 7 percent in annual gains, falling short of the actuarially assumed rate of return during this period. In 2008, the System began to make significant changes to its investment policies. These policy changes have resulted in a more diversified portfolio and significantly reduced the effect that any one type of investment could have on investment returns.</description>

The Department  includes the Office of the State Fire Marshal and the Office of Manufactured Housing. The Office of the State Fire Marshal has a history of inspection coverage deficiencies and should better manage its fire safety inspection processes, and the Department should seek legislation to charge fees to cover inspection costs. The Department should also ensure that the fees it charges cover the entire cost of regulating the State&apos;s manufactured housing and modular building industries. Finally, the Department has incorrectly spent some Mobile Home Relocation Fund monies in fiscal years 2009 through 2011 and should implement procedures to ensure it correctly uses these monies.</description>

The Board emphasizes protecting the public by focusing on the most serious complaint cases and conducting thorough investigations. However, despite its efforts, the Board processes some complaints in an untimely manner. To improve timeliness, three factors should be addressed. First, the Legislature should consider revising statute to enable the Board to obtain substance abuse and other evaluations earlier. Second, the Board should expand its practice of negotiating consent agreements and have the nurse/certified nursing assistant sign it before presenting it to the Board for its review and approval. Third, the Board should improve the accuracy and consistency of information in its database and use the database to enhance its monitoring and tracking of complaint-processing timeliness.</description>

            <title>Department of Economic Security—Division of Children, Youth and Families—Child Protective Services—Contractor Payments</title>
            <description>The Office of the Arizona Auditor General issued a report on the Department of Economic Security—Division of Children, Youth and Families—Child Protective Services—Contractor Payments. The Division administers Arizona&apos;s child welfare program and related services, many of which are provided by contracted caregivers and community service providers. In fiscal year 2010, the Division spent more than $291.6 million on contracted and nonrecurring services. Auditors selected a sample of 80 payments for review—15 parent aide mileage payments and 65 potential duplicate payments for various other division services—totaling nearly $282,000 and paid between July 2004 and February 2010. They found that 32 of the payments included errors totaling more than $39,700. Auditors also identified an additional $11,759 in payment errors for parent aide hours. The Department and Division have taken steps to improve the processing of contractor payments and should take some additional actions, including conducting ongoing monitoring of contractor and nonrecurring payments. Additionally, the Department paid nearly $1.4 million for division contractor claims that were 2 to 4 years old without following required procedures, but has taken action to appropriately process these types of claims in the future. Finally the Division is more consistently safeguarding bus passes.</description>

            <title>Department of Corrections - Prison Population Growth</title>
            <description>The Office of the Arizona Auditor General has issued a report on the Department of Corrections - Prison Population Growth. Arizona&apos;s prison population has grown significantly in the last 30 years and is expected to continue growing. The State has addressed this growth by constructing new prison facilities and contracting with private prisons, among other things. The State has several options for addressing this growth in the future. The State could continue to build prisons and/or contract for private prisons. The State could also consider diverting more nonviolent, low-risk offenders from prison or reducing their time in prison, and expanding the use of nonprison alternatives for these offenders, such as home arrest. In addition, using more nonprison alternatives for parole violators could also reduce the prison population.</description>

            <title>Department of Agriculture—Sunset Factors</title>
            <description>The Office of the Arizona Auditor General has issued a report providing information on the 12 sunset factors the Legislature is to consider in determining whether to continue the Department of Agriculture (Department). The report notes that the Department is generally effective in meeting its overall objective and purpose. The report also recommends that the Department improve its guidance and oversight for complex complaint investigations of reported livestock cruelty, neglect, or abuse. The Department could do this by establishing guidelines for when to involve its Office of Special Investigations in a complaint, establishing time frames for key steps in the complaint-handling process, and as resources are available, modifying its complaint-handling database and using it to periodically monitor its inspectors’ timeliness in conducting investigations.</description>

            <title>Department of Agriculture—Food Safety and Quality Assurance Inspection Programs Performance Audit Report</title>
            <description>The Department helps ensure the safety and quality of Arizona’s dairy products, meat and poultry, eggs, and produce through various inspection programs. Because the dairy industry benefits from the Department’s dairy inspection program, the State should share more program costs—which the State General Fund bears almost entirely—with the industry. Similarly, the Legislature should consider transferring meat and poultry inspections to the U.S. Department of Agriculture, who would conduct these inspections at no cost to the State, or require the industry to pay the costs of operating the state program. In addition, the Department could continue shifting its produce program emphasis from quality to safety by using federal grant monies to promote produce safety audits. Lastly, the Department should take additional measures to promote food defense awareness.</description>

            <description>In 1980, Arizona citizens established the Arizona State Lottery Commission to oversee the Arizona State Lottery. Sales revenue is distributed to various Arizona program beneficiaries, but since fiscal year 2007, lottery sales and distributions have been leveling off or declining. The Lottery should take steps to increase its sales and distributions by recruiting more retailers, increasing the number of people who play the lottery, and better managing its costs. In addition, although the Lottery has measures similar to other states for ensuring its games and players are protected from dishonest practices, it can do more, such as monitoring how frequently owners or retailer employees win prizes to ensure they were won fairly.</description>

            <title>Department of Public Safety - Photo Enforcement Program</title>
            <description>The Department’s photo enforcement camera units take photos of vehicles exceeding the speed limit by 11 mph or more on highways state-wide and identified drivers are notified of the offenses by mail. Projected revenue for the program’s first year was $90 million, but only $37 million in fines was collected for reasons including that detections decrease as motorists become aware of the program. Monies collected are used for program operations and some revenue is deposited in the State General Fund—$19 million as of October 2009.</description>

            <title>Office of Pest Management - Restructuring</title>
            <description>In 2008, the Legislature established the Office of Pest Management (Office) in the Arizona Department of Administration and directed the Auditor General to recommend an appropriate option for the Office’s &quot;reorganization and restructuring.&quot; Auditors evaluated four options for restructuring the Office, and considering the Office’s purpose, regulatory functions, the need for accountability and responsiveness to the public and the regulated community, and the potential for efficiency gains, consolidation within the Arizona Department of Agriculture (Agriculture) appears to be the best option. The report also presents options for placing the Office within Agriculture, including creating a new, comprehensive pesticides program or combining the Office’s functions with similar functions in existing agriculture programs.</description>

            <title>AZ Department of Juvenile Corrections - Suicide Prevention and Violence and Abuse Reduction Efforts</title>
            <description>The Arizona Department of Juvenile Corrections (Department) has made significant improvements that address serious deficiencies identified by a 2004 federal investigative report involving suicide prevention, violence, and sexual abuse. Following the federal investigation, the State entered into a memorandum of agreement to address more than 120 mandatory provisions. In 2007, the Department was found to be in substantial compliance with all of these provisions and was released from federal monitoring. The Department can make minor improvements to its suicide prevention practices, continue to reduce juvenile violence, and strengthen staff awareness of the appropriate boundaries for staff-juvenile conduct.</description>
